Jeff Gaynor, a native of Oakland, California, was appointed to serve as the Acting Principal Deputy to the Acting Deputy Assistant Secretary of Defense (DASD) (Security and Information Operations), Office of the Assistant Secretary of Defense (Command, Control, Communications and Intelligence). He is responsible for providing expert policy, technical, program, and Defense-wide oversight, coordination, development and integration support for the Department's Information Assurance, Critical Infrastructure Protection, Counterintelligence, Security and Information Operations programs.

Prior to his most recent appointment, Mr. Gaynor was the Director, Year 2000 Operations for the OSD Year 2000 Office, an activity of the Office of the Assistant Secretary of Defense for Command, Control, Communications and Intelligence (OASD(C3I)). As the Director of Y2K Operations, Mr. Gaynor was responsible for managing challenges and potential national and global consequences associated with the Y2K date transition. He was the author of Deputy Secretary of Defense Memoranda and Defense-wide Y2K consequence management preparations and operations plans. He created the DoD Y2K Decision Support Activity and maintained a global real-time infrastructure performance picture to support OSD Staff, Deputy Secretary, and Secretary of Defense decisionmaking.

From March 1994 to August 1998 Mr. Gaynor served as the Special Assistant for Information Systems Security in the Information Systems Security (now Information Assurance) Directorate in the Office of the OASD(C3I). In that position, Mr. Gaynor integrated Defense-wide Information Systems Security programs, and was the principal architect of the Defense-wide Information Assurance Program.

Mr. Gaynor is a retired Army Officer with over 30 years of Armor, Infantry, and Military Intelligence experience. His assignments included: Communications Monitor, Counterintelligence Agent and Operations Officer; Infantry Advisor to Vietnamese Territorial Forces in An Loc (during the 1972 North Vietnamese Easter Offensive); Secretary General Staff, 25th Infantry Division; Director of the SECDEF/CJCS Current Intelligence Presentations Division, Defense Intelligence Agency; Military Intelligence Battalion Command; Army Programs Officer, General Defense Intelligence Program; and Presidential Communications and Security Officer and Alternate Military Aide to the President.

Noteworthy awards Mr. Gaynor has received include: The Silver Star; Defense Superior Service Medal; Legion of Merit; three awards of the Bronze Star Medal; Combat Infantryman's; Joint Staff and Presidential Staff Identification Badge and two awards of the Exceptional Civilian Service Medal. Mr. Gaynor is also the recipient of the Vice President's National Partnership for Reinventing Government "Hammer Award."
