Mr. James Douglas Marlowe

Mr Marlowe is the technical director for the Headquarters, Air Force Operational Test and Evaluation Center, Kirtland Air Force Base NM. The center is responsible for testing more than 250 major programs at 20 different locations worldwide. In this capacity, he provides technical guidance on Air Force operational test and evaluation programs to the AFOTEC commander, the headquarters staff, and the AFOTEC detachments and operating locations.

Mr Marlowe's flight test career began at the Air Force Flight Test Center, Edwards AFB CA, as the AFOTEC F-16 test pilot/program manager for the USAF Air Defense Fighter (ADF) program. He supervised the planning, conduct, and reporting of the combined ADF developmental and operational flight test as well as flew in many other USAF F-16 test programs. Mr Marlowe also served as a test pilot with the ANG AFRC Test Center, where he planned and led numerous operational flight tests of F-16 software upgrades, advanced concept technology demonstrations, innovative avionics upgrade programs, joint service tests, and tactics development and evaluations. Mr Marlowe later served as an advisor to the commander of AFOTEC as well as the assistant to the director of requirements, Headquarters Air Combat Command. Prior to his flight test assignments, Mr Marlowe served as an F-4E pilot in West Germany, as the fighter tactical air liaison officer for the Army's 3rd Armored Cavalry Regiment, and as chief of fighter systems academics/F-4 instructor pilot for an F-4 training wing.

Mr Marlowe was born in Alexandria VA in 1955. He and his wife, Barbara of Albuquerque NM, have three daughters: Rebecca, Jennifer, and Kimberly.
