William R. Swart, a member of the Senior Executive Service, is the Technical Director of the Joint Information Operations Center at Kelly Air Force Base, San Antonio, Texas. In this position, he provides scientific and technical advice to the JIOC commander and is responsible for planning, coordinating, and executing the technical aspects of the JIOC mission. The JIOC, a subordinate activity of the U.S. Space Command, provides comprehensive assistance, including staff augmentation, that enables the warfighting commanders in chief to plan and execute information operations and information warfare.

Mr. Swart entered the civil service in 1968 at Griffiss Air Force Base, New York, as an electronic engineer researching and developing advanced radar technologies. He moved to the U.S. Air Force Security Service at Kelly Air Force Base, Texas, as an electronic engineer helping to field tactical cryptologic systems with advanced signal exploitation technologies. He then entered the joint world when he was selected to head a Secretary of Defense program within the Joint Electronic Warfare Center, performing technology demonstrations responsive to the needs of the unified commanders in chief. He was selected to his current position in the Senior Executive Service in 1987.
